Attention is the limiting resource

Capital is relatively easy to see in a plan. Executive attention, user patience, implementation capacity, and appetite for change are easier to spend without noticing the balance.

Set a work-in-progress limit based on the owners and user groups who can sustain real participation. A company may be able to fund twenty experiments while having the capacity to learn honestly from only three. Give people enough room to observe, discuss, and adopt the change before adding another commitment.
