A six-level ladder

Use this operational ladder:

1. None — the capability does not exist in a dependable form.
2. Individual — a person can perform it, often using personal knowledge or tools.
3. Approved — the organization has accepted a method, tool, or policy.
4. Integrated — the capability is built into normal workflow.
5. Connected — it uses relevant data and coordinates across systems or teams.
6. AI-native — learning, generation, prediction, or intelligent action is fundamental to how the capability works.

The labels describe current operational reality, not ambition. A pilot does not move a process to level five. A vendor promise does not count. Score what people can depend on today.
