Invest when the evidence supports a larger commitment but the capability still requires implementation, integration, training, process change, or controls. The investment case should inherit the experiment's outcome measure and guardrails.

Do not replace the business measure with deployment milestones. Configuration completed, licenses purchased, and users trained describe activity. They do not prove value.
