Invest when the evidence supports a larger commitment and the capability still needs implementation, integration, training, process change, or controls. Carry the original outcome measure and guardrails into the investment case, then account for the scope and cost of the larger decision.

Keep measuring the business result as the work progresses. Configuration, purchased licenses, and completed training tell you that activities happened. You still need to learn whether those activities improved what the company set out to change.
