Ask what should stop as part of the ordinary review, before the portfolio gets crowded. Waiting for a budget crisis makes the conversation more difficult and gives weak work longer to consume capacity. The purpose is to return attention to opportunities that have earned it, including the ones you haven't had room to investigate yet.
