An AI strategy built apart from business strategy is usually a list of technology intentions.

It may include sensible elements: approved tools, data controls, training, vendors, automation targets, and a sequence of projects. Those things matter. But they are not the starting point. A company does not exist to deploy tools. It exists to create value, serve customers, manage cost, protect trust, and remain capable of acting tomorrow.

Start with those obligations.
